Labour Relations at CODE

The landscape of labour relations in Ontario’s publicly funded education system is evolving, and CODE is proud to assume a significant new role in shaping that transformation.

Through Bill 101, the Putting Student Achievement First Act, 2026, amendments to the School Boards Collective Bargaining Act, 2014 established the Council of Ontario Directors of Education (CODE) as the employer bargaining agency for English-language district school boards. This represents a significant opportunity for CODE and reflects the confidence placed in the organization and its membership to contribute to the future of labour relations in Ontario’s publicly funded education system.

We recognize and deeply appreciate the considerable work that has brought the sector to this point, including the leadership and contributions of those who have supported school boards through central bargaining and labour relations over many years. CODE is committed to building on that strong foundation, learning from the experience that precedes us, and working collaboratively with our partners as we assume this new role.

To support this expanded responsibility, CODE has established a dedicated Labour Relations Team. The team provides labour relations expertise, coordination and support to CODE’s bargaining structures and member boards, working collaboratively with CEOs and education-sector partners.

Director of Labour Relations: Andrew Gold

Andrew Gold is the Director of Labour Relations for the Council of Ontario Directors of Education. Andrew brings more than 30 years of experience in the public education sector, starting in the Toronto District School Board (TDSB), where he has served as a Central Coordinating Principal, Superintendent of Education, Executive Superintendent, and as the Associate Director, Learning, Leadership and Development. Andrew also has extensive experience as a secondary teacher, Vice-Principal, and Principal in both the TDSB and the former Scarborough Board of Education.

Andrew has been both a leader in local bargaining at the TDSB for more than a decade and a current member of CODE’s Labour Relations team providing advice and direction on provincial/central labour relations matters. Andrew has extensive leadership experience in labour relations, professional learning, effective governance, stakeholder relations, and equity, diversity, and inclusion initiatives.

Associate Director of Labour Relations (I): Alison Warrian

Alison brings more than 20 years of experience in labour negotiations and dispute resolution to CODE, where she provides strategic labour relations and human resources advisory services to member school boards and serves as spokesperson at teacher and education worker bargaining tables. She provides leadership on collective bargaining, grievance and arbitration matters, and emerging workplace issues across the education sector. Prior to joining CODE, Alison practised labour law and held senior labour relations positions with the Ontario Public School Boards' Association and the Ontario Public Service.

Senior Manager of Labour Relations (I): Joseph Cull

Joseph Cull is the Interim Senior Manager of Labour Relations at CODE, with nearly 10 years of experience in collective bargaining, agreement interpretation and implementation, dispute resolution, legal proceedings, and strategic labour relations advice for senior leaders.

He has extensive education sector experience, including representing the Ministry of Education at the central bargaining table during the 2022 round of collective bargaining and supporting school boards on a wide range of labour relations matters. Before entering the education sector, he served as a lead negotiator and business representative for LiUNA, representing professional sector members.

Joseph is also recognized for building strong relationships, fostering collaboration, and leading teams in fast-paced environments. He has a proven ability to develop strategic solutions while maintaining effective partnerships with labour partners.

Labour Relations Advisor: Tiffany Maia

Tiffany brings nearly a decade of experience in labour relations, collective bargaining, and disability management to CODE, where she provides strategic advisory support to member school boards. She supports and contributes to central bargaining, and helps boards navigate complex workplace issues with clarity and consistency.

Prior to joining CODE, Tiffany held roles with the Peel District School Board, York Region District School Board, and the Ontario Public School Boards’ Association, specializing in disability management, employee and labour relations, workplace investigations, and collective bargaining.
