Resources to Support the Development and Implementation of Effective IEPs in Ontario

Explanatory Notes

  • The posted IEP samples have been developed by writing teams from across the province. The teams used ministry policy and resource documents, the results of the Provincial IEP Collaborative Review (2006/07) and IEP samples provided by school boards and stakeholder groups in June 2008 to inform their work. The samples are written using the provincial electronic IEP template.

  • The website contains IEP samples that represent the ministry exceptionality categories/definitions as well as non-identified students.

  • The IEP samples are designed to provide content to inform the collaborative development of IEPs  The samples are not intended to be copied but are being shared to help provide examples of information and wording that can be used to plan effectively for students with special education needs. The writers are working to ensure that the IEP samples meet the following criteria:

      • The linkages with the with the provincial report card and the curriculum
      • Sequencing:
        Assessment Data → Areas of Strength and Areas of Need,
        Accommodations,
        Program Section
        Baseline Level of Achievement → Annual Program Goal → Learning Expectations
      • Learning expectations that are measurable and observable
      • Language that is accessible for parents and student

  • In an effort to have sample IEPs available as early as possible in the 2008-09 school year, an initial set of samples has been posted and the remainder will be uploaded to the website as they are available. Samples of elementary and secondary IEPs will be posted for all of the ministry’s exceptionality categories/definitions as well as for students who are not identified. As samples will be added regularly we suggest that staff visit the website frequently to view these additional resources.

  • These IEP samples are written using the provincial electronic IEP template that is available to school boards. It is expected that these samples will support the writing of content for IEPs within other templates that are used across the province.

  • The samples are a ‘work in progress’. The ministry welcomes feedback which will be used to support continuous improvement in the development and implementation of effective IEPs.
  • The following resources were used to inform the development of the IEP samples:
      • Individual Education Plans, Standards for Development, Program Planning, and Implementation (2000);
      • Special Education Transformation, The Report of the Co-Chairs  with the Recommendations of the Working Table on Special Education (2006);
      • The Individual Education Plan (IEP), A Resource Guide (2004);
      • Education for All, The Report of the Expert Panel on Literacy and Numeracy Instruction for Students with Special Education Needs, Kindergarten to Grade 6 (2005);
      • IEP Collaborative Review (2006/07), Provincial Report: Common Trends;
      • IEP samples that were collaboratively developed by school boards teams (June 2008); and
      • IEP samples submitted by stakeholder groups.
